We’re looking for a strategic, values-driven finance leader to join us as our Director of Finance and Public Value—a pivotal role at the heart of Devon County Council’s leadership team. This vacancy has arisen following the planned retirement of our long-standing Director, creating an exciting opportunity for a new leader to build on strong foundations and shape the next chapter of financial leadership in Devon.
As our Section 151 Officer, you’ll provide financial stewardship, strategic insight, and innovation to help us deliver better outcomes for our communities and ensure every pound we spend delivers real public value.
About the Role
You’ll lead a high-performing finance function, overseeing:
- A gross annual revenue budget for the council for 2025-26 of nearly £2 billion
- A five-year capital programme of £541 million
- Cash-flow investments of about £100 million
- The Devon Pension Fund, with assets estimated at £6.1 billion, serving 208 public sector organisations
You’ll also lead the Devon Audit Partnership, a shared service with Plymouth and Torbay Councils, and manage a team of over 380 FTEs across finance, pensions, audit, and treasury.
We’ve recently implemented a new finance system, and we’re looking for a leader who can embed new ways of working, drive innovation, and ensure our systems and people are equipped to deliver agile, transparent, and future-focused financial management.
This is a role that demands presence, influence, and clarity. You’ll work closely with the Chief Executive, elected Members, and senior leaders to shape financial strategy, support decision-making, and ensure transparency and accountability across the organisation.
